Tox is a Tor protocol for encrypted communication and Video.[^1] It operates with a decentralized model where individals use a DHT to look up the IP address of the Tox user, once this is found, the Tox application can create messages to send to that user. Tox is used by Ransomware actors to communicate with their victims.
